County Council's Land Use Reform
Working Group

In February 2025,  the Sussex County Council established a Land Use Reform Working Group to address the rapid growth issues in the County and to make recommendations to balance development with preservation.   

​

The committee members, presented below, represent a broad spectrum of interests, including affordable housing advocates, builders, citizens’ groups, developers, environmentalists, and farmers.

Jill Hicks - Sussex Preservation Coalition
Mike Reimann - American Council of Engineering Companies (ACEC)
Jon Horner - Home Builders Association Of Delaware
Chrisophe Tulou  - Center for Inland Bays
Jay Baxter or RC Willin - Sussex Farm Bureau
Caitlin Del Collo -  Delaware State Housing Authority

Matthew Padron - Volker (Affordable Housing Developer)
Doug Motley - Jack Lingo Asset Management (Local Residential Developer)
Mark Luszcz - DE Deparment of Transportation
Dave Edgell or Dorothy Morris - DE Office of State Planning Coordination

Preliminary Goals for the Working Group Are:  

​

1. Implement smarter and more sustainable development          practices
2. Ensure growth in Sussex County is supported by                       infrastructure, i.e., roads, schools, environment,
     and public safety
3. Create an inventory of affordable and workforce housing
4. Preserve farmland and critical natural resources
5. Prevent low density development in unincorporated areas
